I would like to make some corrections to a letter published Dec. 22. The Congress is made up of two branches of government, the House of Representatives and the Senate.
The House of Representatives makes up bills. They are sent to the Senate to be ruled on. When they are finally debated and ruled on, they are sent to the president to be signed and approved for a budget.
The House has sent bills to the leader of the Senate (Harry Reid). He has refused to bring these bills to the floor to be voted on. So we do not have a budget!
With no budget passed, the president can spend uncontrolled until a budget is passed. Also all of the monies spent on energy projects are authorized by a bill passed on energy during the Carter administration.
I have called Washington on these questions and verified what I have written.
